How did my mum create it?
Well, she didn't paint it because she isn't that kind of artist. She really can't paint or draw to save her life! 😸But she used a cool photo of me, put it into BeFunky (we aren't affiliated), used some art effects in the paid version and there you are.
She used the Underpainting effect and OilPaint.
