Caturday Art: Grungy Frame

I really like this but Mum can't remember what filter she used. However, she says the grunge frame is from FotoJet.

Athena, this is a great effect. Wish Mom Marie remembered how she did it. It looks as if it was created with paint and a palette knife. If only we painted it! Looking at it now, it looks kind of Van Gogh like. Looks like his heavy, thick and passionate brush strokes :)
